ABSTRACT. In this paper, we construct a model of an arbitrary terrorist group with a strictly justified
hierarchy using a weighted undirected graph. The proposed mathematical model makes it possible to use
new methods for processing graphs that are not used earlier for solving the problem of destroying the
modeled grouping, as well as a numerical estimate of the damage inflicted on the enemy through
counterterrorist actions.
